Can you get OpenAI Dots in the UK or EU right now?
Not on a personal ChatGPT Pro plan. When OpenAI launched dots at DevDay on September 29, 2026, it made Pro users in the European Economic Area, Switzerland and the UK ineligible at launch. OpenAI gave no timeline for when that changes.
That exclusion is broad. The EEA covers all 27 EU countries plus Iceland, Liechtenstein and Norway. Add Switzerland and the UK, and you have almost every Pro subscriber in Europe locked out of the headline feature of the plan they already pay for.
There is one exception, and it matters: ChatGPT Business Premium includes dots in all supported ChatGPT regions, Europe and the UK included. So a dot is technically available to European users, just not through the personal subscription most people have.

Why is OpenAI Dots not available in Europe?
OpenAI hasn't said. The launch materials list the excluded regions but give no reason and no date. Anything beyond that is informed context, not OpenAI's stated explanation, so read the rest of this section in that spirit.
The context: Europe regularly gets AI features later than the US. The EU AI Act and GDPR put real obligations on companies shipping AI products that handle personal data, and the UK and Switzerland run their own data protection regimes. Launching somewhere else first and adding Europe later has become a common pattern across the industry.
Dots are also the kind of product that would draw attention. It is back in the EEA, but it's plain ChatGPT, not dots, and it never came back in the UK. Here's the sequence, because it confuses a lot of people.
Meta changed its WhatsApp Business API terms, announced October 15, 2025 and effective January 15, 2026, to ban general-purpose AI assistants whose primary function is AI. OpenAI and Perplexity shut down their WhatsApp assistants. Then on July 13, 2026, ChatGPT on WhatsApp was restored only in the EEA, after an EU antitrust order against Meta.
So Europe has a strange mirror image of the US. In Germany or France you can chat with ChatGPT on WhatsApp, but you can't get a dot on Pro. In the US you can get a dot, but you can't use ChatGPT on WhatsApp. In the UK you get neither.
